This question belongs to the subject "How the US became a World Power", and the correct formulation of the question is " ... or did American democratic ideals substantially restrain the imperialist impulse?"

regarding the US approach in Latin America and East Asia throughout the Spanish-American War.

And the answer is yes, US was consolidating its world power ever since, acting as the world's police and as a white western imperialist power, imposing democratic ideals but not always improving the socio-economic conditions of the newly acquired territories such as Guam, Philipines and Puerto Rico, following the idea of the "Manifest Destiny", a white supremacy movement with the idea of removing native populations by White European-American colonists allegedly divinely entitled to expand worldwide.
