    The number of electors depends on how many representatives of a particular state sit in the US Congress, which is proportional to the population of each state. A presidential candidate who wins with even a minimal advantage in any state, as a rule, automatically takes away the votes of all his electors on the principle that "A winner-take-all." Thus, the number of electors directly depends on the number of voters living / registered there. Depending on the results of voting for each state, a candidate who has a simple arithmetic majority automatically takes all votes of the electors from that state into his piggy bank (minor exceptions to the general rule).
