    Miguel Hidalgo y Costilla was the Catholic priest to say that Mexico should rebel against Spain and be independent.

    Explanation:

    In line with the revolts that were breaking out across Spanish America after Napolean Bonaparte's victory over Spain, Miguel Costilla, a Catholic priest by profession, took benefit of his position and declared a war against Spain and called it the Mexican War of Independence.

    He delivered a speech which was by the name of the 'Cry of Dolores' (as the war was declared from the city named Dolores). At the end of this war, the 300 year long rule of Spain over Mexico came to an end.
