    Both France and England intercepted American merchant ships to impede transportation of goods to enemy ports, disrespecting American neutrality which had been proclaimed in 1793. Both countries imposed blockades to limit American merchants. The government was divided and there was the temptation to side with one of the contenders; some officials supported France, others Britain.
