    According to Montesquieu, there were three types of government. monarchy, republic, and despotism. he believed that the government should be divided into three separate but equal powers. as for his ideals on the laws, he wrote: "When the [law making] and [law enforcement] powers are united in the same person ... there can be no liberty." he believed that the separate branches of government should take power away from each other and balance each other out.
