Explanation:
Bill is an idea, a proposal that could turn into law. A bill can be presented initially in both the Chamber and the Senate - which together form the National Congress. If it begins in the Chamber, then goes to the Senate and vice versa. In each of the Legislative Houses, it is discussed and voted by the parliamentarians, who can change the original text.
If it is definitively approved by the National Congress, it is sent to the President of the Republic who will analyze the text. If he does not agree, he can veto the whole project or parts of it. If he agrees to the bill, he sanctioned the bill. In this way, what was just an idea becomes law that must be fulfilled by all.

There are four types of legislation that move through Congress: bills and three types of resolutions. A bill is proposed legislation under consideration by a legislature. A bill does not become law until it is passed by the legislature and, in most cases, approved by the executive. Once a bill has been enacted into law, it is called an act of the legislature, or a statute.
