The satire is: "A Modest Proposal For preventing the Children of Poor People From being a Burthen to Their Parents or Country, and For making them Beneficial to the Publick", better known as "A Modest Proposal".

Explanation:

This satire work was written away by the Jonathan Swift who is author of "Gulliver's Travels" as well. This essay has been showing much criticism on top of the policies that were highlighted as against the Ireland poor category of people. The whole writing was filled with irony as it was against the cruelty of the English.
