    Article V is the part of the U. S. Constitution that allows for the amendment process. According to this article, the Constitution can be changed (By adding or eliminating an amendment) by either of the following ways:

    Both the Senate and the House can propose an amendment by at least two-thirds of votes in favor. Then, the amendment has to be voted on by the state legislatures OR the state conventions. Only if the amendment is approved by at least three-fourths of the state legislatures or the state convention, it becomes a law. Or the state legislatures can propose a National Convention with two-thirds of votes. In the National Convention, the amendment can be officially proposed. Only if the amendment is ratified by three-fourths of the state legislatures (or conventions in three-fourths of the states), it becomes a law.
