An odd - (off) year election is a election that takes place when neither a presidential nor a midterm election is held. The majority of such elections are held at a county or municipal level. They usually have a far lover voters turnout than even-numbered election years.

When two elections are held at the same time, voters tend to concentrate on the more important one (in their opinion), thus neglecting the other one. If a local election is held at the same time as the presidential one, the local one would be rightly considered to be of lesser importance.

In order to avoid the above, some states hold their legislative elections in odd years, this is to guarantee that the people running for office get the most accurate media coverage, proper electoral campaign and the undivided attention of their voters.
