    The correct answer is industry.

A civilization is an advanced state of human society. Its components are: government, culture, industry, language and common social norms.

Industry is the production of goods within an economy.

The growth of industry in a dominant factor in the growth of any civilization. People in any given society need employment and education, the more they earn/learn, the better their living standards. Better living standards lead to more consuming power and this means more revenues for the country, more investments and better civil services. A growth of civilization is measured not only in material goods but also in cultural and society benefiting aspects of life: inventions, patents, artistic content (books, plays, movies etc). Without growing industry all this would be hindered since people would only concentrate on their struggle to survive and to sustain their families, neglecting their mental development.
