Why did it take the states so long to ratify the Articles of Confederation?

The Articles of Confederation took four years to be ratified, it took so long because there were several land claims between Virginia and Maryland. During this period of struggle, despite the lack of ratification of all States, Congress took the Articles as a de facto government.

The Stamp Act of 1765 was an Act that was passed by the British Parliament that imposed a new tax on the American colonies, that had to pay this new tax on every piece of printed paper they used. The colonies were outraged with the tax because they were imposed a series of taxes without any representation in the British Parliament, from then they created the motto "no taxation without representation".

It took so long to ratify the Articles of Confederation because most of the states wanted ratification to the Confederation, but Congress denied their requests. People thought that the money they spent on the military would go to waste, they wanted their rights to be protected. In order for it to be ratified, all states must accept.

The Stamp Act was passed by the British Parliament on March 22, 1765. The Stamp Act required American Colonist to pay tax on every piece of paper they used. For example, Ship's papers, legal documents, licenses, newspapers, other publications, and even playing cards were taxed.

In 1774, the First Continental Congress (TFCC) sent a petition to King George saying if it wasn't for the acts of oppression forced on the colonies by the British Parliament, all of the people of America would stand behind the British rule, and America wouldn't be independent.
