    A joint session of Congress is a ceremonial occasion that has no legislative function, so there's neither proposal of resolutions nor votes taken. It happens when members of both Senate and the House of Representatives get together to count the electoral votes and announce the winners of election or when they have presidential inaugurations.

    A special session of Congress, also known as extraordinary session, occurs when the body assembles outside the usual legislative session. They are held in order to complete unfinished tasks for the year, when they need to address emergencies or in order to cut budgets during an economic downturn.
