A. Settled the issue of how slaves should be counted for voting representation

It stalled the war and made sure that the slave states couldn't count each single slave as a member of their population to get more say in Congress, which Northerner states were worried about. They argued that since they don't treat slaves like people, they shouldn't suddenly pretend they do for more votes. So, a slave became 3/5 of a person, as a compromise.
