The Baron of Montesquieu proposed in his book "The Spirit of the Laws" that thershould be separation of the executive and legislative powers, stating that "There can be no liberty where the legislative and executive powers are united in the same person, or body"

This basically means that while the legislative and executive relayed on a single person or institution liberty was not an option, and by proposing separation of powers, each branch of the government would limit the power of the other, not allowing the government ot relay on one figure and became a dictatorship.
