Which is most important in a leader, virtue or effectiveness? why?

    It depends entirely on the situation at hand, and the state of his/her nation. Should a nation be collapsing, then a. Ore effective leader would be needed to restore the state, and secure its safety from invasion or anarchy. However, should a ruler's people be content, a virtuous leader would be of greater use so as not to disturb the populace, thus stirring up resentment. This is the case, as effective leaders often stifle dissent quickly and swiftly.

    hmm thats a tough one because an effective leader would need a little of both to know what to do in the times of crisis and then follow through with his plan.
