Favor the majority over the minority.

    Explanation:

Pericles (495 BC - 429 BC) was an ancient Greek politician and general. He was the leader of Athens between 461 BC and 429 BC, and was renowned as a fierce defender of the Athenian democracy and a champion of the people. Pericles argued that the Athenian government, in order to be democratic, it should favor the majority over the minority. Greek hystorian Thucydides labeled him "the first citizen of Athens".

What they actually defended was the fact that a bigger group of people that thought in the same way, predominated over a smaller group of them who did not agree with the same opinions. They believed that if a higher amount of people agreed upon something, and they had the ability to overcome their own differences, that meant that the predominating idea should have been the correct one. This did not have much to do with gender, wealth, or any other condition, but basically the level of agreement they showed.
