The correct answer is B. Settlers were charged a per-acre rate for land after the Land Run of 1889 because the federal government purchased the land from the American Indian tribes during allotment.

    Explanation:

The Oklahoma Land Run of 1889 led to the colonization of the western half of the last Indian Territory on April 22, 1889 by Anglo-American settlers. Relatively fast thereby the later capital of the federal state, Oklahoma city, was established.

The Oklahoma Land Run was the result of the corresponding signing of a proclamation by President Benjamin Harrison on March 23, 1889 (barely three weeks after his inauguration), in which the settlement of part of the Indian Territories for non-indigenous settlers was granted. This statement came into force a month later, on April 22.

On the morning of April 22, thousands of new settlers gathered on the border of the Cherokee Outlet. After the starting signal at 12 noon, the race of these colonists began for as much land as possible in this area.

In 1890, Oklahoma was organized as a US territory, and until 1906 there was a continuous expansion of the settlement area before Oklahoma joined with the remaining Indian Territory on November 16, 1907 as the 46th Federal State of the United States.
