Arms race and Mutually assured destruction
Explanation:
The Americans were paranoid of the Soviets of a possible attack on U. S. soil and the Soviets were scared if the Americans would attack them. Both had a arms race to see who had better tech and weaponry. Both followed a system of Mutually assured destruction where if one attacks another the other will do the same amount of damage.
