The correct answer is The New Jersey Plan.

Both of these plans were developed at the Constitutional Convention. After deciding to get rid of America's first constitution (aka the Articles of Confederation) delegates met to create a brand new US Constitution. One of the most important issues on the table was representation in Congress, as this branch is responsible for making federal laws.

The Virginia Plan wanted to have each state's population determine how many representatives they would have in Congress. The bigger the population, the more representatives. However, small states like New Jersey felt this plan was unfair as it gave essentially all the power to large states. This is why William Patterson developed the New Jersey Plan, which wanted each state to have one representative in Congress regardless of the states population.
