The U. S. Constitution allows citizens the right to freedom of speech. The decision in the Schenck v. U. S. case restricted speech at times when it will cause a "clear and present danger." The Whitney v. California (1927) case clarified that part of the "clear and present danger" clause included speech that is a threat to a person or society.
