    Ronald Reagan had been elected President of the United States in 1980, and he raised the US defense budget by $32.6 billion to develop the Strategic Defence Initiative (SDI) and the construction of a neutron bomb.

    Gorbachev realized the USSR couldn't match that level of military spending, so he started to reduce the budget for nuclear weapons, established the Strategic Arms Reduction Talks (START) with the USA and limited the production of Intermediate-Range Nuclear Missiles.

    Furthermore, the expanded freedom and openness developed during the Gorbachev era, inspired alike developments over Eastern Europe throughout 1989.
