McKinley argues that there are "cruel, barbarous, and uncivilized practices of warfare" taking place in Cuba at the hands of the Spanish. He argues that a democratic state like the US should side with those oppressed people that ask for independence and liberty. The fact that American trade has suffered because of these disturbances. To protect those citizens of the United States that are doing business in Cuba.
