What differences might you notice between Herodotus's description of neighboring civilizations and Tacitus's discussion of an agricultural village society?

The basic difference that can be noticed in the descriptions of Herodotus and Tacitus, is that Herodotus considers the neighboring civilizations as barbarian, uncivilized, as people that are not worthy of having a higher social status, and even people that are only suitable for slaves, or not even suitable for slaves. On the other hand, Tacitus describes the village society as a normal peaceful little society, where people are doing their business and not are not very concerned about politics or war, but mainly on their existence and welfare.
