Why did dr ward being interviewed by the house of lords committee?

Dr Ward was interview by the House of Lords Committee because of his work experience. He was a company doctor for 30 years and he has seen the conditions of many factory workers. He is aware of the effects of the different working conditions on the health of the workers.
