Answer: The correct answer is : Weapons and ammunition were too scarce in the south.
Explanation: The men had to bring their own weapons. The soldiers had many needs, some as elementary as shoes. In the south, cars, horses, tents and uniforms were also in short supply. Food was scarce throughout the war. Finally the south lost the war because it ran out of money, without men and without supplies.
