This amendment addresses the citizenship rights and equal protection of the law.

Section 1 of the Amendment deals with the definition of U. S. citizenship (people born or neutralized in the USA) and states that they are subjects to the U. S. jurisdiction.

No other State can restrict the privileges and immunities of the citizens of the United States. No State should deprive any person of life, liberty or property without due proces of the law.
