    The Virginia Plan was one that was supposed to fix representation in the legislature. Under the Articles of Confederation, each state had one representative in Congress regardless of population size.

    Larger states, like Virginia, felt it was unextremely unfair that a state like Virginia (which had an enormous population) had the same influence over national laws as small states (like Rhode Island).

    This is why the Viriginia Plan tried to fix this problem by creating a bicameral legislature in which representation would be based on a states population. The larger the population, the more representatives a state would have in Congress.

    There was a considerable debate among farmers about the Virginia Plan, in the early weeks of the convention, as the plan started to be disclosed, a major disagreement over the representation became a real issue.

    Explanation:

    On the convention larger states wanted both houses of the legislature to be based on proportional representation, giving equal voting power to equal members of both houses.

    While small states wanted equal representation, equal voting power for each state.
