    Camillo di Cavour wanted to unify all of the Italian peoples under one flag. One big thing stopping him from achieving this was that the French government was guaranteeing the independence of the Papal States. He gave France the primarily French speaking regions of Savoy and Nice, and in exchange France revoked their guarantee. He was a very clever and pragmatic diplomat.
