    Inca civilization was structured as a large empire with one ruler. The ruler was centered in Cusco, where the Inca Empire started, with the emperor seen as divine and there were four provincial governments under the emperor who were each headed by strong leaders. Cusco had started as a city-state, but soon this became an empire which expanded.
