    Explanation:

    The Soviet Union was one of the most damaged countries because of the World War II. Tens of millions of people were dead because of this war, so understandably, the government quickly developed security strategy for the future in order to avoid such devastation again. This strategy was mostly focused on two things, heavily investing in the military, and making as much allies as possible, especially countries that were surrounding the Soviet Union so that they can act as a barrier.
