    If you are a member of a special interest group that wants to raise taxes on certain items, you should present your ideas to a member of the House if you want to be proposed as a bill.

    If you have a similar proposal you have to go to a member of the House of Representatives. That is why you vote and elect them. To listen to these ideas, discuss them in and if that is the case, debate on them. They are your representants and they can take your idea to Congress. If the idea has enough consensus, it can be voted as a bill and send it to the US President to veto or approval.
