    In 1802 negotiations for control over Lousiana the french and spanish governments had agreed on leaving control of Lousiana to the French, but before doing so, the Spanish remove the right for storing goods and products for americans in New Orleans, crippling trade of americans with that coast and affecting severely the United States.
