    winding streets

    Explanation:

Cities were crowded because the amount of people could increase, but the size of the city hardly would (considering they were surrounded by walls). Streets being narrow was not uncommon. Wide streets could be considered a waste of space for something. Most streets were not planned back then, so it was only natural for them to have winding streets.
