I think It's D. Raising taxes to encourage economic growth.

Explanation:

The reason to this is because one of the president's (I don't exactly remember, i think it was Roosevelt) really depended on the Great Society and so because the taxes had gone higher, it made the Great Society lose money and so he had backed out.
