By 1915 Venustiano Carranza a Mexican nationalist president, confronted Woodrow Wilson former president of the US at the time. The situation at the US - Mexican border was complicated due to the status of Mexican braceros and immigrants which became an important issue for both governments, especially when president Carranza decided to organized these people at the border and make them his allies.

Carranza wanted slow the loss of laborers across the US border, he wanted to keep Mexican citizens safe, and he wanted to protect Mexico's business interests. Carranza restricted immigration unless there was a formal contract. To ensure safe and humane passage, Carranza funded trains to bring workers to their jobs in the United States. Carranza wanted to restrict foreign businesses where Mexican owners would do just as well. So, he increaded taxes on foreign businesses and even cancelled some contracts.
