    The principle of limited government in the declaration of independence of the articles of confederation is reflected in the following way. Article 2, of the Articles of the Confederation, states that "each state retains it's sovereignty, freedom, and independence and every power ... " If any amendment was necessary, it needed the approval of the states. The Articles were ratified in 1781. They installed a national government with strong states that could levy taxes, not Congress. Congress had to ask the states for money. The central government was a weak figure that not included a President.
