Does congress have the power to not send mail on Saturdays

    So by most definitions, the relationship between Congress and the Postal Service is dysfunctional, at best. But according to a report from the Congressional Research Service in January 2012, there is nothing specifically in Title 39 that requires the Postal Service to deliver the mail on Saturdays.
