Andrew Johnson was a Democrat and after Lincoln's death concerned the Republican dominated Congress. There was fear that Johnson would not create a Reconstruction plan that would be consistent with the wants and goals of the North.

Johnson's Reconstruction plan was similar to Lincoln's plan however, as a Democrat he did not get the same respect and support that Lincoln would have received. He proved too forgiving to the former Confederate states for the liking of the Republican Congress. As a result, Congress eventually took over Reconstruction using congressional veto to override the presidential policies. Reconstruction under Congress was harsh and allowed for military occupation of Confederate states.
