    It was Portugal. Pope Nicholas V issued the Romanus Pontifex papal bull in January 8, 1455, declaring that Portugal had the sole right over trade, fishing and navigation upon their newly discovered lands, stretching from the northern coast of Africa to India. It also held that the purchase of african people was deemed legal by his authority.
