The Federal Party emerged during the presidency of George Washington. The party was characterized by supporting a strong national government. Its members pretended a good relationship with Great Britain in the commercial and diplomatic fields. The party was separated by negotiations with France during the presidency of John Adams.

John Adams, Washington's vice-president, tried to maintain the same policies as his predecessor when he became president. One of them was to make the nation enter a naval war without declaring against France.

The Hamiltonian faction of his party manifested itself against his military priorities. Adams initiates diplomatic negotiations with France in 1799 in search of ending the war. The Hamiltonians decided to split, weakening the party. Adam's decisions failed to consolidate his reelection and the party officially saw its end.
