    As the representation in House of Representatives is based on population, the Congress increased the number of representatives accordingly with increase in population. In first House of Representatives of 1789, there were only 65 members which increased to 435 in 1913. The number is constant now due to the Permenant Apportionment Act of 1929 which fixed the number of seats at 435.
