Why does Congress have to act to remedy wrongs?

    Well since our country is based on a democracy format, Congress represents us (the people, citizens, constituents, tax payers) to make sure that the president and his or her cabinet or party just can't make their own decisions with no care how we all feel. Like a dictatorship.
