The correct answer is They were afraid that Napoleon might change his mind and revoke the agreement.

The Louisiana Purchase (1803) was one of the most significant deals made in the 19th century. In this purchase, the United States would gain roughly 800,000 square miles for only $15 million. This equates to roughly 3 cents per acre, which was an incredible deal. This deal almost seemed to good to be true, however Napoleon was in need of money in order to pay off the costs of the Napoleonic Wars taking place in Europe. To ensure that Napoleon didn't change his mind, Monroe and Livingston went to finalize this deal as soon as possible.
