    Explanation:

    The southern state enacted laws, practices and constitutions to prevent the black citizens form registering for vote. During the 1870's the democrats used violence and frauds for suppressing the black republican voters and to turn the republicans out of office to gain control over the state legislatures.

    They were afraid of the alliance between the republicans and the populists. Once the democrats gained control of state legislatures they resorted to disenfranchisement by law.

    The southern states legislatures passed new constitutions and constitutional amendments to make voter registration and voting difficult. They succeeded in disenfranchising that black citizens and poor people in the south and it led to droop in voter rolls in southern states.
