Why did the reforms of Solon and Cleisthenes fail to create a truly democratic form of government?

    We can say that the reform is an example of an incipient democracy. But it did not form a completely democratic government because people did not elect representatives to vote on their behalf, but they developed legislation and exercised executive power in a personal way. However, participation was far from universal, but among those who participated hardly influenced economic power, and the number of people involved was enormous. In addition, the opinions of the voters were notably influenced by the political satires performed by the comic poets in the theaters.
