    The Articles of Confederation were proven to be weak and in need of review as a result of the Shay's Rebellion.

    The Shays' Rebellion was an armed uprising in Massachusetts, mainly in and around Springfield in 1786 and 1787. The American veteran of the United States War of Independence Daniel Shays led four thousand men in a protest against the perceived economic and civil injustices.

    In 1787, the Shays' rebels marched against the United States Armory in Springfield in a failed attempt to seize their weapons and overthrow the government. The federal government found itself unable to finance troops to quell the rebellion, and as a result was stifled by the Massachusetts State militia and a local militia financed by private funds. The widespread opinion was that the Articles of Confederation needed to be reformed as the ruling document of the country, and the events of the rebellion served as a base for the Philadelphia Convention and the sanction of the Constitution.

    The Congress was not allowed to create taxes, it only could request taxes to be submitted. It were the states, and not the Federal Congress, that imposed the taxes, for which the national government was practically de-funded. For this reason, during the validity of the Articles of Confederation, the federal government was weak and unable to respond effectively to the problems that were presented, like Shays' Rebellion.
