What did U. S. leaders think the Soviet intentions were?

The U. S leadters were unsure of the Soviets intentions and did not know the answers to whether the nuclear missiles would be used to threaten Cuba's Latin American neighbors or intimidate the United States or the communist leaders believe that United States would not oppose their plan. Ultimately, the White House was shocked that the Soviets had ignored the US warnings against putting missiles in Cuba.
