Under the Han, the Mandate of Heaven was adapted (from the former Zhou variety) to justify the role of the emperor. Under the revised Mandate, the Han emperor ruled all of civilization, not just China. This was a part of the New Confucian bureaucracy. Who's (which emperor) plan was this reform
