The answer is B. The European Coal and Steel Community was the first supra-nationalist organization and was the first step that led to the later creation of the European Union. The ECSC was formed in 1951 by the Treaty of Paris and was integrated by six members: Belgium, Netherlands, Luxembourg, France, Italy, and West Germany. Its more direct and practical goal was to create a common market for coal and steel and, in the long term, to create a unified European market.
