    GB is a constitutional monarchy, where the king/queen is the Chief State, and holds representative powers. In a republic, that title/position would be in the hands of a democratically elected President of the Republic.

    This is the case in republics. The Chief State is the President of the Republic while the Prime Minister is the head of the Goverment (executive power). Both are democratically elected.

    Such elites might not have the explicit right to exercise political power over other citizens but, sometimes they do have implied powers or exercise other types of dominance: social, economic or cultural, for example.
